70 - A "tax fairness" debate is heating up on Capitol Hill in the wake of war rumblings in the Middle East and the IRS's latest rules governing home sales. To critics of federal policy, the Internal Revnue Code now forces thousands of American home sellers--employees of governmental or private organizations--to pay capital gains taxes on home sale profits needlessly. Peter K. Scott, a tax attorney who serves as counsel to the Washington-based Employee Relocation Council, says the situation is "extremely unfair and was never intended to exist in the first place." The situation Scott describes is the treatment of members of the U.S. military services, the State Department's foreign service, and employees of private companies who are transferred overseas or far from their homes for extended periods of time. Because of what Scott calls "an oversight" by Congress in 1997, these transferees now pay millions of dollars in capital gains taxes that virtually all other American home sellers avoid. Decks always require building department permits because of the safety concern if they're improperly built. Check for rotted sections of wood that need replacing. Some decks will be too low to the ground to view the structural members. Just do the best you can. The deck perimeter railings should be sturdy. The balusters under the railing must be spaced so that a maximum gap of four inches exists between them. This is to help prevent small children or dogs from falling through.

Real Estate Advice Education House Inspection Appraisal Home Improvement Renovation  There should be lag bolts in the main beam, called the header beam, where the deck is attached to the side of the house. Lag bolts are a far superior way to support the deck as opposed to just using nails. Copper flashing should be installed between the header beam and the side of the house. This will prevent water from getting trapped and rotting the wood.

The floor joists of the deck should have steel support hangers. Steel support hangers give the floor joists more support then by just nailing them. All deck support posts and girders should have steel brackets at the top and the base for support. This will also keep the wood from being in contact with the soil. The base should be resting on a concrete support post.
