know weep holes are required at the base of masonry veneer walls as well as over the doors and windows. But what about over arched windows? I remember reading somewhere that they were not required over arched windows but I can not find where I read this.
Any thoughts?

Weep holes are required over masonry arch openings. See this link:
http://www.bia.org/pdfs/31.pdf
Everything you ever wanted to know about masonry arches (and then some), but were afraid to ask (hint ... look at the section titled "Flashing and Weep Holes" starting on page 4) ...

That's a great link. Plenty of information and great diagrams, you're right about everything you ever wanted to know and then some. We could add a little to our inspection tip of the day site.
Thanks

Glad I could help.
The BIA ( www.bia.org ) and NCMA ( www.ncma.org ) both have a lot of really good info on brick and conctere blocks.
