Hello. Does the seller of a condo containing a pre-1970 "cottage cheese" ceiling which my inspector said had a 75% chance of containing asbestos
be under obligation to test the ceiling for asbestos as a condition of sale? The ceiling shows a normal amount of cracking.

In many states the seller is required to repair/remove any hazards before selling a house. This includes lead paint, asbestos, and other health hazards. That doesn't mean that in your State and area the law also requires them to do this. The only thing I can tell you is speak to a local attorney or check with the State health department and Real Estate Licensing agencies to find out what the law is.
